[BUG][Security] Dashboard permissions not working

Steps to reproduce:

  1. Create new Dashboard
  2. Don't select a group
  3. Login with a normal user belonging to any group
  4. You will be able to see the newly created Dashboard

Alternatively, you can select a group to which the user isn't associated and get the same result
